I found this at MezzoBlue.com, site of the creator of csszengarden.com, one of my favorite sites for inspiration.

By putting the designs found at the CSS Zen Garden into the public forum under a Creative Commons license, the designers allow the general public to examine and use the css files. There seems to be more tolerance for people using the css on their personal web sites. There should be less tolerance for web designers to do so, especially for a profit. Anyone can call themselves a web designer. (Hey, I do!) But a real web designer has a set of ethics that dictates that he will not steal the work of others, pass it off as his own, pass “Go” and collect $200. This just stinks. There’s no other way to slice it.
